ECONOMY AND POWER
Актуальные публикации по вопросам экономики.
Money and power are inseparable, this is an axiom. There were few examples in the world?s history when state leaders passed away being poor. Apparently, it is very nice when a well-off citizen is elected a state official for whom financial support of the family and descendants is not a critical issue. There is just one purpose for such a citizen-to serve his home country. ?Everything I have done for my family I will do for my town, my city or my country?, this will, most likely, be his motivation when he is striving to be elected. Principally, it is not an issue how many people to cook soup for, to be able to cook it-that is what matters. A good leader is a person who issues orders and monitors their execution. The result of leadership depends upon correctness of directions and control over their fulfilment.
Undoubtedly, people should choose their leaders themselves. However, having been elected, these leaders should see farther than most people and be able to plan and foresee not just their own future, but their people?s future too. Being authoritative, they should not be afraid of telling the truth to the majority of population and combat out-of-date stereotypes. For example, to explain common benefit and gain support of the majority in the issue of land sale. Clearly, most people do not object to the national production and export of fertilisers, tractors, timber, meat and dairy products. So, it means that if everything made by the people, extracted from the bowels of the earth is exported and sold-this is normal and moral; and everything that is impossible to take outside the country-land, for example, should not be sold, and sales and ownership should not be taxed-and this is considered abnormal and immoral. Explaining, for instance, why land should under no circumstances be sold to foreigners, the advocates of this idea refer to the national interests, patriotism, and so on. At the same time, precisely those who excel in explaining why land should not be sold to foreigners, and especially those who are the best at selling all export items abroad, prefer to buy land and real estate abroad whenever possible. They also pay taxes there on these purchases with the money made here.
Land sale is the problem without resolution of which the country and its people will never live better and wealthier. Surely, it is necessary to sell land legally considering location and quality of soil. Additionally, such a law should under no circumstances give any privileges to state bureaucrats-neither in bargain and sale issues, nor in the matters of interpretation of provisions of such a law in their favour. Any mistakes in such a law or exemptions for state bureaucrats will lead to the loss of money from taxes land.
Within the state, a few thousand people make laws and all citizens have to obey them. It is impossible to cheat everyone, and if this legislation is developed chiefly for the well-being of several thousand people, than such a state and its people will never be strong, well-off and flourishing. Those who get rich through exemptions and privileges do not trust such a state themselves and try to take their wealth away from their country.
Economy and power within a country are strong if they rely upon an entrepreneur free in managing his money and property. The authorities themselves should help businessmen to make money, which the state will tax and use to maintain itself and those who are still or yet incapable of making money themselves. One should, first of all, back up those projects that provide for new jobs and, consequently, new opportunities for tax collection. It is very important that tax rate is reasonable. Money is directed where tax rate is the lowest. Widely known is the decision by the former American president R. Reagan to lower taxes for wealthy people and large corporations, which originally seemed absurd for most people, since the U.S. economy at that time was in crisis. However, this decision resulted in a 35-40% increase in tax collection, the economy ?revived? and was additionally ?nourished? by the money that flew to America from other regions of the world. This made it possible to invest money into new projects providing for new jobs.
Capital, businessmen and economy leaders need firm and strong political leadership. However, without econo-mic freedom no political power will have a durable economic basis. Adoption of law on land, which would be reasonable economy-wise, is of key importance for successful development of Belarus. Also, we need a law allowing banks from countries with a strong legal basis to conduct full- scale operations on our market. Enterprises, manufacturing products that are sold for real money, should have real tax incentives. As a matter of fact, the more jobs there are at the facility, the higher should tax benefits be. And naturally, producer should be protected from the bureaucrats? arbitrariness. The more efforts and time manufacturers spend negotiating with clerks, the less efforts and time is left for the production itself.
The key thing required to achieve success both in economy and, eventually, for the success of power, is that economy should be managed by knowledgeable people, realising what they are doing, practical people and professionals in their area, rather than demagogues. One can be a bad boxer, but a good coach. However, one cannot be a box coach without showing up on the ring a single time.
