Question (Q.): What are your first impressions on Belarus from your personal experience here?


Answer (A.): I am so very grateful to the Belarusian people for the warm welcome they have extended to me and my family. I have been impressed with the richness of your artistic traditions and have already spent several evenings at the opera and ballet. Your government and people are faced with the extraordinarily difficult challenge of adapting to a wholly different environment from the one which it is accustomed. I hope to be able to help Belarus meet that challenge.


Q.: How adequate do you think politicians and public opinion in the Western countries realise the magnitude and consequences of the Chernobyl disaster for the development of Belarus?



A.: Many in the West do not realise that Belarus has borne the brunt of the after-effects of the Chernobyl disaster. I am committed to seeing to it that our assistance programs are designed and delivered so as to effectively help Belarus recover from the accident.


Q.: What could you say on efforts by the Belarusian government and American administration to better bilateral relations after these worsened in March this year? What are the prospects for the development of the American-Belarusian relations?


A.: It is my job to represent the interests of the United States Government. Within that overall framework, I would very much like to see better relations between our governments. Our overall policy is simple: We want to help Belarus develop democratic institutions, respect human rights and implement market reforms. I look forward to working with the Government of Belarus in pursuit of these goals.

Q.: What could you say on the official American position with regard to the role of Belarus in creating a new system of European security?


A.: Belarus became non-nuclear on schedule about one year ago. It was also one of the first countries to join NATO's Partnership for Peace program. If the Government of Belarus continues along these lines, it will assure itself of a respected and meaningful place in a peaceful Europe.


Q.: How does the State Department comment on the fact that Belarus is among top ten arms exporters? With regard to this, what are State Department's assessments on export control in Belarus?


A.: It is on the public record that Belarus is among the top ten arms exporters. Belarus has said many times that it will be a responsible actor in world affairs and it has taken a tough anti-terrorism stance. We trust that the Government of Belarus will fulfil these commitments in evaluating whether or not to make a specific sale of arms. We have also provided the Government of Belarus with technical and other assistance to help it control its exports.


Q.: How could you comment on Belarus's compliance with obligations it has undertaken under multilateral treaties on nuclear disarmament, conventional arms and non-proliferation?


A.: These treaties are many and complex. I am not an expert in these matters and so cannot comment on technical matters of compliance. I would stress, however, that Belarus made an enormous contribution in this area when the last of the SS-25 [ICBMs] were removed in November 1996.
